Site Plan and Construction Drawing Review
The Engineering Department is responsible for the review of public infrastructure systems detailed in site plan and construction drawing submittals to verify that the applications meet Town specific design standards as specified within the Engineering Design & Construction Manual
. Public infrastructure systems such as stormwater, streets, sidewalks, greenways and other ancillary systems are reviewed by the department for compliance with the design and construction standards to protect the safety of the citizens and minimize unnecessary future expenditures of public funds. The following information is provided in support of the development review and submittal process:
During construction, the engineering department makes periodic inspections to check the quality and reliability of the work in progress. Additionally, the Town requires developers to provide a minimum of twenty-four hours notice for inspection of work items requiring notification to the Town including but not limited to verification of tree protection fence, temporary traffic control measures, placement of fill, road subgrade, curb and gutter forms, curbs and gutter, road paving, sidewalk forms (includes driveway aprons), sidewalks (includes driveway aprons), retaining walls, drainage pipes and other drainage structures prior to backfilling, stormwater management facilities, street name signs, traffic control signage and monumentation.

Plot Plan Review
In addition to construction drawing reviews, the department reviews plot plans for residential homes for impacts to adjacent properties and compares the plot plans to the approved subdivision plans. Additional plot plan items reviewed by the department include detailed lot grading/drainage, driveway location/slope and compliance with specific building code requirements.

Following the completion of construction of public improvements, the Town requires the submittal and approval of "As-built" record drawings to verify that improvements were installed in accordance with the approved construction drawings and are in compliance with the Town's design standards.

Acceptance of Public Improvements
After the completion of construction of public improvements and record drawing approval, the department initiates the process for acceptance of the installed improvements once the following conditions are met:
- Town Engineer certifies that the improvements are complete and comply with the Design and Construction Ordinance requirements
- The final plat and/or site plan are approved
- The developer has posted the maintenance guarantee, initiating the one year warranty period
Powell Bill Program
To qualify for North Carolina Department of Transportation State Street-Aid (Powell Bill) Program funding provided by G.S. 136-41.1 through 136-41.4, the Town is required annually to submit a certified map in support of their funding applications. Additionally, the Town is required to certify the total mileage of streets eligible for Powell Bill assistance.
