A building permit is required for the following:  room additions, decks, roofs over decks, finishing basements, bonus rooms and attics, lawn irrigation systems, accessory buildings, all electrical, plumbing, or heating and air conditioning systems.  Building permits are not required for non-structural work under $5000, farm buildings, or outside any municipality or residential accessory structures under 12 feet.  Building permits are issued by the Inspections Department, located at 260-B Town Hall Drive.

The town picks up bulk items such as furniture, small appliances, etc. twice each year, once in the Fall and Spring.  You can also take items to the Wake County Solid Waste Containment Site located at Aviation Parkway.  This site does not accept hazardous materials such as paint or motor oil, or appliances such as refrigerators and computers.

This facility offers a 25-yard pool with a baby/wading pool with an air supported dome for year-round swimming, 3 lighted tennis and volleyball courts, lighted outdoor basketball court, racquetball courts, an aerobics studio, free weights and universal machines, sauna, whirlpool, kids club area, and cardio equipment.  There are programs for all ages, from kickboxing to water aerobics, and a personal trainer on staff to help you meet your fitness goals.  

Cedar Fork Community Center

Cedar Fork hosts a wide variety of programs for all ages.  Kids can enjoy Reading Adventures, Gymnastics, and Young Rembrandts Drawing Classes.  Adults on the go can take advantage of the Drop and Shop program and Way Out Workdays.  Seniors meet for Bingo, Bunko, and other classic games at Cedar Fork.

Grass, Overgrown

The Town has specific property maintenance requirements.  Grass and weeds are considered to be a public nuisance when they exceed 12 inches in height for improved property, and 24 inches in height for unimproved property.  Tall grass can become a health hazard, serving as a thriving environment for reptiles and rodents.  Contact the Code Enforcement Officer to report violations.

Holidays, Observed

The Town does not typically take a position on what day a particular holiday should be celebrated.  For example, if Halloween (October 31st) falls on a Monday, the Town of Morrisville will not take the authority to move the holiday to a different date, and kids should do their trick or treating on that day.

The Town’s Land Use Plan serves as a guideline that dictates how future development will occur.  Some examples for land uses include Open Space, Residential Low Density, Office/Institutional, and Mixed Use.  The Land Use Plan is also used in correlation with the Zoning Map, which further breaks down uses such as Residential into classifications for units per acre.

The Town observes a year-round voluntary water observation schedule.  Even addresses should water on even days (i.e. 110 Oak Street should water on the 2nd, 4th, etc.)  Odd addresses should water on odd days. (i.e. 113 Oak Street should water on the 1st, 3rd, etc.)  Should the area experience a significant period of drought, the schedule will be mandatory, and violators will be penalized with fines.

The Wake County Public Library System consists of five regional libraries and eleven community branch libraries.  Morrisville does not currently have a public library.  However, according to Wake County, that will soon change.  The County is proposing the West Regional branch to be located at 4000 Louis Stephens Drive in Cary.  This is in the Carpenter Village subdivision, near the intersection of Louis Stephens Drive and Morrisville Parkway, and is expected to open its doors in June 2006.

Noise Ordinance

Morrisville’s Code of Ordinances includes an article regarding noise that reads as follows:  “...the creation of any unreasonably loud, disturbing and unnecessary noise is prohibited…”

In plain terms, this means that loud noises that may disturb your neighbors is prohibited.  Examples of “unreasonably” loud noises include:    

-  Prolonged sounding of a horn, whistle, siren, or alarm (in a non-emergency)   

- Continuous playing of any radio, TV, sound amplifier system, or musical instruments at such volume as to annoy or disturb the peace.   

- The keeping of any animal or bird by which causing frequent or long continued noise shall disturb the comfort and repose of any person   

-  The construction, demolition, alteration or repair of any building other than between the hours of 7 am and 9 pm on weekdays, except in the case of urgent necessity in the interest of public safety.

Everyone loves to celebrate, but late night parties with loud music, excessive crowd noise, or explosive items such as fireworks could be punished by fine.  Try to respect your neighbors when planning your next festivity, and even during your everyday comings and goings.  If you have a concern about noise violations in your area, dial 911 to get connected with a Morrisville Police Officer.

Most private roads (subdivisions, residential, etc.) are paved by the Town of Morrisville through a contractor.  Paving on state-owned roads are contracted by the North Carolina Department of Transportation.

The Morrisville Aquatics and Fitness Center has a pool that is covered from Labor Day through Memorial Day to allow for year-round swimming.   The pool is used for swimming lessons, water aerobics, and free swim.

Our tax rate was lowered for Fiscal Year 2009 to $0.3665 per $100.00 of assessed value.  The Town’s Long Range Financial Plan estimates the tax rate to continually decrease over the next 30 years.  You can pay city and county property taxes to the Wake County Revenue Department through the Town of Cary’s Town Hall, 316 N. Academy Street Cary, NC 27513.  Morrisville does not accept payments for property or vehicle taxes.

The Public Information Center was established at Town Hall to assist all callers and visitors in answering general questions, or directing inquiries to the appropriate staff member.  This department is also responsible for maintaining the broadcast email database, producing the town’s newsletter, and updating the website with timely information.  

Public Transportation

The Transportation and Rural ACcesS (TRACS) program is now available to Morrisville residents. Service is offered by zone. Morrisville will be included in the Southwest Zone, which serves Fuquay-Varina, Holly Springs, Apex, and now Morrisville and surrounding areas.  Service is shared, demand responsive, and is provided on a first come, first serve, seat available basis.


Reservations can be made up to 30 days in advance or by repeat standing order, but at a minimum of 24 hours in advance. There is an additional charge for same day reservations; due to demand, service may not be available to accommodate same-day requests.

Roads are maintained by two entities - the Town of Morrisville and the North Carolina Department of Transportation (NCDOT).  Most major thoroughfares in Morrisville are maintained by the NCDOT, including NC54, Morrisville-Carpenter Road, Morrisville Parkway, Aviation Parkway, and Airport Blvd.  If you have a road complaint, or if a pothole has done damage to your car on an NCDOT road, contact 733-2814.  If you have a similar complaint on a road maintained by the Town of Morrisville, contact 463-7070.

Sign placement and design is regulated by Morrisville’s Code of Ordinances, and requires a sign permit from the Town.  Yard Sale signs are allowed without a permit, but must not be placed in public right-of-way, and not attached to any traffic signs, such as stop signs, speed limit signs or utility/light poles.

Waste Industries is contracted by the Town to pick up household trash, recycling, and yard waste.  The Town provides garbage cans and recycling bins at no charge to you , and are to be left at your residence should you move out.  If you regularly need more than one trash can or recycling bin, you can enter into a private contract with Waste Industries.  Contact them at 596-1363.

Garbage and recycling are collected in four routes - Monday, Tuesday, Thursday, and Friday.  Only bagged household trash can be put in your container.  Do not place yard waste, brush, construction debris, automotive parts, tires, hazardous waste, hot ashes or corrugated cardboard in your container.

Recycling

The following items can be recycled:  newspapers and their inserts, clear, green, and brown glass, aluminum, bi-metal, ferrous and steel cans, HDPE plastic (milk  and detergent containers only), and PET containers (soda bottles only).  Cardboard must be flattened, broken down into 3’x3’ pieces or smaller, and placed near the recycling bin on recycling days only.  Please take overflow cardboard to the convenience center on Aviation Parkway.  Please rinse and flatten recyclables if possible to maximize the use of bin space.

Yard Waste

Yard Waste is collected twice each month for every household.  Green & Yellow routes are collected on the 1st and 3rd Wednesdays of each month, and the Red & Blue routes are collected on the 2nd and 4th Wednesdays of each month. Yard waste will not be collected on the 5th Wednesday of any month, should it occur.

Leaves, dead plants, trimmings, etc. must be placed in clear plastic bags or brown paper bags.  Limbs and brush tied with string or twine (not wire) should be bundled not to exceed four feet in length and eighteen inches in diameter and light enough that one person can handle and lift into a truck for collection.  Do not place yard waste in your garbage can, or in colored plastic bags.  Bundle and bag yard waste as required, and place at the curb.

Bulk Waste

Bulk waste is picked up twice each year, free of charge.  If you need to dispose of an item in between those times, take it to the convenience center on Aviation Parkway.  Contact them at 856-6186.

The Parks and Recreation Department hosts several special events on an annual basis, such as Day at the Park, the Halloween Spooktacular Trail Walk, and the 5 Mile Run.  Check the website periodically, or pick up a seasonal brochure at any Parks facility or at Town Hall.

Town Council

As the legislative body of the Town, the Council is responsible for governing the Town and establishing Town policies.  The Council is comprised of Council Members who are directly elected by the entire voting population.  Four of the Council Members are required to reside within the district which they run for, and two Council Members are elected to “at-large” positions, and may reside anywhere within the Town limits.  The Council Members serve staggered four-year terms.

The Town's Public Safety Committee was heavily involved in the creation of a policy whereby its’ residents can petition the Town to incorporate traffic calming devices and systems in order to alleviate speeding, excessive traffic volume, dangerous intersections or other conditions that are of a public safety nature.

The NCDOT has given the Town of Cary permissions to operate the traffic signals in Cary, Morrisville, and some of Apex. Any time you see that the light is malfunctioning, or you have a suggestion about the timing of the cycles, you can call Cary's Public Works and Utilities Department at 469-4090 during regular business hours or 469-4012 after-hours.

The Town of Cary handles the billing and processing of utility payments.  Payments can be made by check, cash, or charge at their Town Hall, by check in the silver drop box out front of Town Hall, by credit card over the phone, or by credit card online at www.townofcary.org.  You can also sign up for bank draft, which deducts your payment each month automatically.

Since Morrisville’s water is supplied by the Town of Cary, the use of that water is also regulated by Cary.  They observe an alternate day schedule as such: 

  • Odd-number addresses - Tuesday, Thursday and Saturday
  • Even-number addresses - Wednesday, Friday and Sunday
  • Watering by hand (with cans, wands, hand-held hoses) is allowed any day of the week. You must actually be holding the watering hose, can, etc. Watering by hand cannot occur unattended.
  • No watering is allowed on Mondays. Cary allows a three week exception to the alternate day rule to establish new grass and for seasonal reseeding.  Registration is required.

The Town of Cary's drinking water is supplied by the B. Everett Jordan Reservoir, more commonly known as Jordan Lake, which lies 10 miles west of Cary in the Cape Fear River Basin. Water is treated at the Cary/Apex Water Treatment Facility, a surface water treatment plant co-owned by the towns of Cary and Apex and located in western Wake County.   This report is based on tests conducted at the laboratory of the Cary/Apex Water Treatment Facility and at subcontracted commercial labs. To ensure that your water is safe, our lab continually monitors the quality of your drinking water. More than 3,000 tests are conducted each month to analyze for substances such as trace metals, volatile organic chemicals, pesticides, and bacteria.

A youth employment certificate, or work permit, is required for any youth to work under the age of 18, except if employed in government, agricultural or domestic work. To get a youth employment certificate:

  1. Go to the N.C. Department of Labor Web site at www.nclabor.com, and click on "Youth Work Permit."  Follow the directions to submit the required information for a youth employment certificate.  Print out the certificate and have it signed by the youth, parent or guardian, and employer.
  2. If you do not have access to e-mail and would prefer to apply for your youth employment certificate in person, visit the NCDOL Web site at http://www.nclabor.com/wh/forms/yec.doc and download a blank certificate.  Follow the directions on the form.  Permits are issued at most Wake County libraries and high schools, including Cary Public Library (460-3350) and Green Hope High School (380-3700). You must call ahead to any library or school listed below to find out if a person who can issue permits will be on site at the time you want to come.
